Easy! All you need is a good audio editor.
There are lots of audio editor in the market but I would recommend to use a free, cross-platform digital audio editor and recording application named Audacity.

Here are the steps to produce that funny Alvin and the Chipmunks music from your favorite mp3's
1. Install Audacity.
2. Open the music file with Audacity.
3. Go to Edit>Select>All
4. Go to Effects>Change Pitch (Note: Experiment between 70 until 100)
5. Play to try it out. Go back to step 4 until desired sound is achieved.
6. Save your work
